Anybody know how the new "Kelowna Mountain" going in on gillard forestry road will effect the Gillard trails?

It should be fine. the KM development is to the west of the Gillard network.

I heard that they were going to do something with a chairlift, but some teens busted it.

Well what I think is that they shuold make Kelowna Mountain an All Round resort with a lift access bike park in summer, since winter is only limited expecially considering how low the mountain is they would have a long life with biking and we all know how popular biking is in okanagan :P

Look for Kelowna Mountain to be encroaching further east and south uphill towards Gillard once spring arrives. There is earth being moved and utilities installed as I type this post.
